This feedback loop can propel the French Empire through the Modern Age, supported by the Liberte, Egalite, Fraternite trait that allows flexible Celebration effects. While the Garde Imperiale isn't the strongest unit, it provides a solid defensive option to protect your cultural progress.

A-Tier: Mexico

The Soldaderas unit adds a layer of durability to your forces, ensuring you can sustain a long cultural campaign.

The Gusa unit offers strong military potential when grouped, making Qing a versatile choice for players who can balance its unique traits.

B-Tier Modern Civs

B-Tier civilizations offer solid benefits but may be more specialized or effective in specific scenarios.

B-Tier: Buganda

River Raids - Gain Culture from pillaging Buildings or Improvements equal to the yield or healing gained. Buganda excels in aggressive playstyles, leveraging the River Raids trait and units like the Abambowa and Mwami to gain significant resources from pillaging. However, this civilization requires constant military action to thrive, as it lacks direct access to key Modern Age yields like Science, Culture, Gold, and Influence. For players who enjoy a war-focused strategy, Buganda offers a unique and rewarding path.

B-Tier: Prussia

Blood and Iron - Units gain +1 Combat Strength for every Unfriendly or worse Civ Relationship. Hussar - Prussian Unique Cavalry Unit. Gains +1 Movement and +1 Combat Strength for every Movement it has remaining. Stuka - Prussian Ground Attack Air Unit. Boasts +3 Combat Strength against Land Units. Prussia is ideal for players who relish a confrontational approach, as its Blood and Iron trait rewards aggressive diplomacy. The Hussar and Stuka units are powerful in combat, making Prussia a strong military choice. However, its focus on combat may leave you lagging in Science and Culture, essential in the Modern Age. Prussia's Staatseisenbahn can help with economic output, but maintaining hostile relations with everyone can lead to overwhelming opposition.

B-Tier: Russia

Prosveshchenie - Grants +1 Culture on Districts in Cities and +1 Science on Districts in Tundra. +30% Production towards constructing the Hermitage. Cossack - Russian Unique Cavalry Unit. Russia's Prosveshchenie trait offers modest yield boosts, particularly in Tundra, which can limit its effectiveness based on terrain. The Cossack and Katyusha Rocket Launcher provide defensive capabilities, but Russia's overall strategy relies on managing its yields effectively to keep up with other civilizations. It's a solid choice for players who can work with its unique geographical advantages.

B-Tier: Siam

An ageless Siamese Unique Improvement placed on a Navigable River.

Siam's Itsapharahab trait offers a unique diplomatic advantage by allowing immediate Suzerainty over City-States, though at a higher Influence cost. The Chang Beun provides strong ranged capabilities, but Siam's success hinges on managing Influence effectively. It's a civilization that can thrive with the right City-States but requires careful planning and resource management.

C-Tier Modern Civs

C-Tier civilizations are situational or require a specialized playstyle, best suited for experienced players.

C-Tier: Mughal

Paradise of Nations - Boosts Gold from all sources by +75% but reduces all other yields by -25%. +30% Production towards constructing the Red Fort. Sepoy - Mughal Unique Infantry Unit. Mughal's Paradise of Nations trait offers a significant Gold advantage, but the -25% penalty on other yields requires careful management. In the right circumstances, Mughal can be a powerhouse, but it demands a strategic approach to offset the yield penalties. The Sepoy and Zamindar units add versatility, but Mughal's success largely depends on leveraging its Gold advantage effectively to compensate for other deficits.
