VNeID: Vietnam's Electronic Identification and Authentication Application

The VNeID application, developed by the National Population Data Center under Vietnam's Ministry of Public Security, leverages population data to provide electronic identification and authentication services. This app is designed for individuals residing and traveling within Vietnam, offering a digital alternative to traditional documents.

VNeID serves multiple purposes, including the identification of citizens in digital environments and the facilitation of digital citizenship, government, and societal development. It streamlines medical and domestic travel declarations, aiding in the rapid tracking of secondary COVID-19 infections and timely notifications to the public.

Access Permissions

By using VNeID, users grant the application access to several functions on their devices:

1. Internet Access: To enable the application to function online.
2. Camera Access: For scanning QR codes on Citizen ID cards, which expedites the entry of basic citizen information and facilitates quick travel and medical declarations at scanning points.
3. Media and Files Access: To save QR code images for verification at citizen checkpoints.
4. Notification Permissions: To send alerts to the user's device.

Personal Information Collection

Users are required to input data, including medical and travel information, either for themselves or, with consent, on behalf of others. The collected personal information encompasses full name, phone number, citizen identification, gender, year of birth, permanent address, nationality, health status, departure and destination locations, vehicle registration numbers, and any exposure to individuals with COVID-19. All data is gathered with the user's permission through form submissions.

Users bear full responsibility for their actions and the accuracy of the information they provide.

Privacy and Copyright Protection

The National Population Data Center, under the Ministry of Public Security, ensures the security and confidentiality of user data. This information is exclusively used for COVID-19 prevention and control, enhancing public health and disease prevention measures. It is never used for commercial purposes nor to infringe upon personal privacy. Data may be shared with health and other competent authorities to improve COVID-19 prevention efforts.

The application developers do not collect or use user information for any purposes beyond those stated. They also commit to not disclosing any information that could harm users or engage in illegal activities under Vietnamese law or the application's policy.

• No Location Tracking: VNeID does not collect location data.
• Anonymity: Users remain anonymous within the community. Only relevant authorities can identify those infected or suspected of infection due to close contact with COVID-19 cases for contact tracing purposes.
