The Week 2 quest requires studying a Historical Display, found in museums. Locate a museum on your in-game map (look for the pillar icon). Municipal Muses in Willow Creek and The Future’s Past in Oasis Springs are conveniently located near other event tasks.

Studying the Display:

Once inside a museum, interact with a painting or sculpture (both count as Historical Displays). Select the "View" option. The completion of the quest will be indicated by the appearance of the Emit icon.
