As revealed by ComicBook.com, Revolution follows 2024's Batman: Resurrection (also by Miller), and is set between the events of 1989's Batman and 1992's Batman Returns. Drawing inspiration from Burton's unrealized third Batman film—which reportedly considered Robin Williams for the Riddler role—Revolution promises a captivating story.

It’s summer in Gotham, and a city-wide celebration is underway. The lingering effects of the Joker’s chaos have finally subsided, paving the way for a spectacular Fourth of July event orchestrated by the mayor and retail tycoon Max Shreck. But beneath the surface of jubilation, danger lurks. Batman remains vigilant as gang warfare and masked criminals escalate. Meanwhile, simmering discontent brews among citizens protesting the city's extravagant displays of wealth.

At the heart of this conflict is Norman Pinkus, a seemingly unremarkable copy boy for the Gotham Globe. Unbeknownst to most, Norman is the brilliant mind behind the newspaper's wildly popular "Riddle Me This" puzzles. For years, he's anonymously solved crimes through police tip lines, often before Batman even becomes aware of the situation.

Despite his intellect and contributions, Norman remains unnoticed, fueling his disillusionment with Gotham's priorities. He witnesses the city's leaders consistently focusing their attention on Batman, leaving him feeling undervalued and unappreciated. Driven by this frustration, Norman devises an audacious plan: using a network of dangerous allies, he manipulates the city's simmering tensions to lure the Dark Knight into a thrilling game of riddles, aiming to expose Gotham's true savior. This confrontation will unearth long-buried secrets about Gotham's past, with potentially devastating consequences for its future.
